Why are those people not getting banned?

i remember on guru when a breaking of rules resulted in a (temporary) ban 100% of the time with no exceptions

Why are those people not getting banned?
Unfortunately we don't have moderators active 24/7, there is a hope people can be sensible and follow the rules most of the time.
The reports were received. If there are rule violations then submit a report, it does work.
