Ez Tip: With shields take the req and add 8 and you get the max armor for that req.
As in:
Req 0 = 8 armor max
Req 1 = 9 armor max
Req 5 = 13 armor max
Req 7 = 15 armor max
Req 8 = 16 armor max (everything above q8 is 16 max)
(Honestly, shields have the easiest scale of them all.)
This thread can help you out, because if it's not max for it's req it's usually junk unless it's prenerf somehow ---> GW gear stat ranges

I knew it wasnt max, but I was hopeful that it was close enough to max to be desirable, thanks for the input!
