I see ppl trying to buy blue q4 tactic shields - what qualifies as collectible

Yes.

Even no req shields can have an inscription, if from Nightfall or EotN which this is from EotN asuran areas.

This probably dropped from raptor nestlings in normal mode.

This should be a white shield with an "of Fortitude" mod, which makes the shield "blue".
If you salvage the "of Fortitude" mod from the shield (for example with a perfect salvage kit to not destroy it), you should be left with a white shield.

hey, not really, there are white items, and if you add them mods they will become a blue items.

about the q4 12 shield, if is raptor was dropped, go to merch, but to be honest, first time I see q4 great conch, so I am interested if you decide to business with the shield.

Yes, Raptors drop it... read the drop research on wiki. NM lvl 15 nesting will drop blue q4. Ask Red Fireball

Also, no req (and any req) blue items can absolutely drop with an insc slot so idk what your "hey, not really" is about. Any req item (blue or better) even zero req can drop with an insc slot.

Adding mods to white shields/focus/wands (to turn them blue) is only possible on white ones from Nightfall or EotN. OS factions/proph ones behave like an OS item, unmoddable

I'm not exactly sure how low they will drop, Red would know.

12/4 can defo drop on raptor - I'd even say 11/3 can.
