I believe this was a feature on guildwarsguru, but in general just a window that pop ups when you click on an username. Including stuff like: view profile, view posts, view threads, send private msg, etc etc.

a mouseover...yeah I remember that (guru2 has it as well)....would be a nice touch.
As would mouseover the threads and see what the frist line/sentence is (NOT on guru2..but we did have it on guru!...damn I miss that old forum software <sniff, sniff> ) -

Right now, we are using MyBB (which is really great forum software!), and they're actively working on MyBB2.
The features that are going to go in there are found here: https://community.mybb.com/forum-193.htmlUnfortunately, I don't know when it's going to be released - but until MyBB2 comes around, changes like this would take a bit too much work to justify...

Yeah - I found a neat plugin for MyBB that did exactly that - I looked over it last time
I added something else which shows notifications in your browser, even when you are in another tab. Could that popup be from that?

I got one asking about push notifications, which I allowed. I got another popup in the middle of my screen telling me about certain new features. I should have copied it for reference.
