it's +12h auciton for the item which is bid on within the last hour, so there is an equal chance for everyone due to the different time zones, work, RL etc. So it can expend multiple times, when ever there is a bid in the last hour.

I’ll sell the item when the 12h are over without another bid given or when b/o is reached.
