Assuming this has something to do with the new anniversary elites but I have not seen it mentioned yet

Well they just added new elit skills and didn't update the title, nothing surprising.

The new Anniversary Elites count as 'Core Elites' and add +1 to ALL the Skill Hunter Title Tracks, therefore you can achieve the Skill Hunter without unlocking every Elite Skill if you've got the Anniversary PvE Elites.
