It's gold, no mods at all.

I assume it is a "new school" (nf / eotn / zchest) drop without inscription slot.
- Truncheons can drop inscribable only als blood magic attribute which would also confirm that this is possible.
- staves and wands can drop without inscription slot. E.g. I have seen several BDS without an inscription slot
> try to mod it with a wand wrapping - if it is possible, my assumption is correct. If not I am totally wrong and it must be a clean OS drop

nah it is of the charr battle plan quest. all drops there (chest and mob drops) lack any sort of mods. if it were new school no insc it'd have a gold value - but in fact such wands do not exist.

Some people collect them
Red is slightly incorrect, not everything from there looks like this. It's all OS with no inscription and only some drop clean and unidentified without be labelled as such.
