Isn't this a zchest drop? Not 100% sure. I am sure that I have had one before and didn’t think it was a big deal based on where it dropped.
Kato Kasashi well... none of those would allow for a gold insc version:
tolkano has PvP weapons (red)
pre searing will drop them on the hidden stashes in white and blue rarity oldschool
weaponsmith items are blue rarity and have a fixed value plus the mentioned one has a different screen afaik, just the name matches.
so... this is not the answer.

The most likely explanation is that the skin is linked to EOTN's Stone Summit.
I think it's safe to assume Kilroys, or slavers maybe? is a large possibility for this drop? Wiki alleges that high end areas, so i'd assume dungeons with dwarves?
I checked the history of the Wiki Site and on this older site Version: " https://wiki.guildwars.com/index.php?titl…r&oldid=2674931 ", the note to the edit was "remove weapon stub and add description similar to Dwarven Axe" (at the top)
When you now check the Wiki of "Dwarven Axe" (Wiki: " https://wiki.guildwars.com/wiki/Dwarven_Axe ", there are following Aquisition possibilities:
If you further check the drop research for the "Zoldark's Chest" for example, you can see, that there also dropped a Dwarven Hammer, which should be inscr and gold.
So probably the dwarven hammer drops at the same locations as the dwarven axe . And like others already told, zaishen chest and Kilroys are also mentioned for the axe.
Maybe that's something?
Dwarves axes drop from a variety of sources, including EotN stone summit mobs themselves.
Dwarven hammers drop (rarely) from stone summit themselves (I’ve never seen one from a chest). And there are nonmax q8 ones around, which means they can and do drop from things like the Kilroy dungeon.
(Referring to gold insc ones for both, of course)
