Outcasts are only in jade sea and the deep, none in canthan chest areas

The necro in each grp is i think lvl 21 or 20 so it might still be possible like you say !

Casters can drop shields yes no reasons they wouldn't, just it's way rarer than other kinds of mobs imo.
My observations are coming mostly from plague born but I dropped very few shields on casters necro / rit. So they should be able to drop yes imo

yeah exactly. deathhand is the necro and is lvl21. and I repeat: I have not seen any evidence proving a q8 drop possibility on lvl 21. and that was investigated at far more effective lvl21 farms
but yes: necro can drop gold shields, just rarely.

Just to confirm even further the Deathands can 100% certain drop Outcast shields.
Q8 from lvl 21 seems ridiculously unlikely at this stage. How many more years of 0 observation of this drop are we going to have before we just declare its not a thing (until proven otherwise
).Related question: Do we know the details of when / how Q8 Outcast was nerfed? I'm assuming around the same time Q7 was removed but maybe not? Lower level Outcast foes once upon a time?

I didn't go through the entire wiki but there might still be a quest poping a few outcast the right level in NM or HM it's quite possible
Outcast were nerfed same time as zodiac etcexcept if there is a quest that no one discovered yet and some ready to bot it, i don't think a q8 outcast shield will drop again one day.

q7 back in the day was todays q8, q8 back then was 1:1 what q9 is today. so that's for that. the outcasts were nerfed to drop in q8 with the big update recalibrating the req drop mechanism.
and no... no outcast mobs below 21. nowhere. no quest, mission, desert island... there is no spot
