Just tested the Anniversary Shield "Curtain" and it can't take a shield handle upgrade. I suspect all the items have similar limitations to prevent them from being too overpowered.
I still suspect the new weapons will give rise to niche builds.
I've had a build I've been working on for quite some time that some items will likely work nicely with.

On french, translate infos for elites fail.
Literally on english: "Cannot target spirits" and "Allies spirits are not affected" on french is: "Allies who are not spirits is not affected" confusion..
Edit: i tested modded Ele axe, it's ok, compared to the mesmer shield which can only receive an inscription (bug?):

lol those skills are fun! Now I'd love to log in and see my warrior with str 18 and axe, hammer, sword, scythe attris at 20 and probably I'd even have attribute points left over... did anyone do that? I'd love see a screen

The mesmer shield was going to be my favourite, but like Bowie said, it cannot be upgraded with a shield handle.
I turned to the necro scythe and assassin bow next, and while the descriptions say they are tied to soul reaping/crit strikes attributes, in reality the weapons are still dependent on their normal attributes for damage (scythe mastery/marksmanship). See screenshots attached.

At least the mesmer shield armor does actually seem to be dependent on fast casting.

Probably the other weapons are bugged too. I hope they fix it soon, and also fix weapons that already exist in player's inventories.
Sure this wasn't just from the +8 armour you got from shield? Test it without 9 FC and with would be a better bet

Or explain to me how I can see the effect just from your screens?
Maybe it's the damage increase by the weapons attribute that still triggers whilst the basic requirement of the weapon is dependent on another attribute.

Ok I edited my post to show 12/0, 0/12, 12/12 for the bow.
Yes I suspect what you say is true, that the requirement gets you the stated base damage, but not the damage multiplier from weapon mastery. On wiki it's called 'strike level' I think.

well it writes that the effect is +1 fc at 20% chance - question is does it work - I mean does it ever get activated? There are plenty of mods and weapons in this game that behave different that what their description says.
Edit: okay I read again what you wrote - awesome! I interpreted it as if you applied the mod whilst luring on the isle of the nameless and included that detail for fun. Now I see what you actually meant

If you still have to sink points into the weapons tree for damage is there any point?

Has done a bit of testing (on page 4 of this thread) and it does appear they have a few issues. -
warriors 7weapon stance comes at help - you should deal full damage with the strength spear then
