Back in the day I used to be a real Kurzick Nazi. I never used the unavoidable Luxon faction and was proud of the fact that the Luxon title did not even show in my hero panel.
I have since grown as a person (I wanted another account title) and now channel my negative energy towards more productive ends, such as hating WoW, GW2 and most recently GW3.

This part is incorrect, or at least what it seems you're implying. A given source dropping a q8 postnerf max staff is not an indication that that same source can also drop q8 max swords/shields/foci. For example, q8 postnerf max staves can drop from locked chests in HM.

18% is max for q8 postnerf gold staves. 20% is max for q8 postnerf purple staves.

I encountered this issue with the chest run related to the Terrorweb Dryder in NF. The chests could drop purple Q8 staffs 11–21 with a 20%, but they couldn’t drop other weapons at Q8, only starting at Q9. This suggests, perhaps, that staffs might be the only weapons to drop this way in certain locations, unlike other weapon types (?) It could also be related to skins*
